We all grow up in different environments and therefore learn different things as we grow, experience different events, and learn to reach to them differently. These experiences shape our personality. Hence, different people living in different places will have different personalities.

Some people also argue that people are born with certain personality traits and dispositions which must be somehow encoded in our genes.

Its still not completely understood, its difficult to explain how identical twins have different personalities. They share genetics and normally grow up in very similar environments but have different personalities. Scientists believe it is due to non-shared experiences, though the definition for this is quite vague!
